Delegate Linville moved to mend the amendment on page 5, section 7a, beginning after line 65, by inserting the following:

“(h) The courts of competent jurisdiction shall semi-annually report to the Division of Motor Vehicles the aggregate number of implied consent refusal hearings held, the number of implied consent refusals alleged by police officers, and the dispositions thereof. Additionally, in the event that a lack of enforcement of the implied consent law results in the diminishment of federal funding from the National Highway Traffic Safety Administration, the Federal Highway Administration, the Federal Motor Carrier Safety Administration or any other source, the Department of Transportation and Division of Highways shall cause the apportionment of resources devoted to the jurisdiction of the courts so responsible to be diminished commensurately”
